In a report from Legislação & Mercados, partner Alamy Candido discussed the extinction of the quality vote on the Administrative Council for Tax Appeals (Carf), which has been contested by several categories, on the grounds of unconstitutionality. “According to PGR, STF would have established jurisprudence in the sense that the introduction of parliamentary amendments to the conversion bills that keep thematic content distinct from the original measure would be a practice in disagreement with due process and with the separation of powers.” https://lnkd.in/eQs6SQ7
